Alongside the recovery of NZ$11.5 million, the DIA also took action against the class 4 gambling society One Foundation.

One Foundation’s operating licence was suspended for six days after the DIA identified accounting failures relating to gambling proceeds, as well as a failure to surrender a licence for one of its pokies venues when required by law.

The DIA also issued new financial guidance for class 4 operators, with the aim of providing greater clarity on their accounting requirements and an explanation of their obligations.

In an announcement on Tuesday, the parties said the agreement was “focused on supporting the continued development of sustainable, responsible and commercially viable regulated gambling markets across Africa”.

SmartSoft maintains an established and growing presence in Africa, having also co-hosted the iGB L!VE Africa Summit in July.

Through its membership with AiA, SmartSoft will participate in events such as regulatory discussions, strategic roundtables and research initiatives, alongside other operators and suppliers in the market.

The policies in question do not mention the practice of responsible gaming and do not detail other legal and regulatory obligations. They also do not specify the resources used to validate certifications, monitor licences and content, identify irregular practices and operators, or apply moderation measures. 

The absence of governance policies aligned with current regulations and Instagram’s algorithmic recommendations reveals not only an ecosystem that fuels gambling as an alternative to work, but above all, points to a systemic risk in which Meta is a major player. This risk can only be effectively addressed by expanding the obligations of digital platforms.

In this sense, it is necessary to expand the regulatory norms of the SPA and the National Data Protection Agency, beyond transparency reports and the mandatory removal after notification of official administrative decisions, but also with the mandatory inclusion of social and technological resources for monitoring, identifying and moderating this ecosystem.
