The Malta Gaming Authority (MGA), working alongside the Malta Digital Innovation Authority (MDIA), drafted the voluntary charter following extensive surveys and interviews with industry licensees.
That study found that AI adoption across the gambling industry remained uneven. It highlighted customer support, data analytics, fraud detection, and responsible gaming as areas where the technology was already being heavily used.
However, it also found that formal governance of AI was struggling to keep pace with its growing usage. Only a minority of organizations surveyed reported having a formal AI strategy or roadmap. Many said one remained in development.

In March, William Hill told staff it plans to permanently close approximately 200 of its retail shops in the UK, around 15% of Evoke’s retail estate.
Last month, meanwhile, Betfred announced plans to shutter 132 of its UK betting shops, reducing its workforce by over 600 employees.
Betfred CEO Jo Whittaker said: “We have tried hard to protect all our sites and the colleagues who work in them, but the combined impact of higher employer National Insurance contributions, wage inflation, increases in gambling taxes and wider economic uncertainty has left us with no choice.”

Online casino games remained the largest segment of the remote market, generating £5.7 billion ($7.6 billion) in GGY, with slots accounting for £4.8 billion ($6.4 billion) of that total.
Remote sports betting generated £2.4 billion ($3.2 billion), led by football at £1.2 billion ($1.6 billion) and horseracing at £769.3 million ($1.03 billion).
Despite the increase in remote GGY, new account registrations fell 3% to 32.4 million. There were 25.7 million active accounts at the end of the final reporting quarter.
