The board is hoping that the proposal drafts or more or less finalised, though there will likely be input from stakeholders during the comment period and at the hearing. One group that typically weighs in on such matters, the Association of Gaming Equipment Manufacturers, did not respond to a request for comment by Friday’s deadline for publication. Depending on the amount of feedback or potential objections from the Nevada Gaming Commission, the new standards could be adopted and published by year’s end.

Overall, it’s been a busy stretch for the board since the start of 2025. In that time the regulator has issued five multimillion-dollar anti-money laundering fines to entities on the Las Vegas Strip, an unprecedented run of sanctions for America’s gambling capital.

Four of the investigations – those involving Resorts World Las Vegas, MGM Resorts, Caesars Entertainment and the Venetian – centred around AML violations related to illegal bookmaker Mathew Bowyer, who was placed on the state’s exclusion list in April. The other case involving Wynn Las Vegas did not pertain to play from Bowyer.

Earlier this year Merkur Group agreed to acquire the slots provider White Hat Studios. Merkur said the acquisition, which is subject to regulatory approvals, would “further accelerate” its US expansion, complementing its 2025 purchase of the Nevada-licensed supplier Gaming Arts.  

Framing the acquisition as the latest step in the company’s online expansion, Merkur supervisory board Chairman Michael Gauselmann stated: “Having made early inroads into the online space in Europe via our Blueprint acquisition in 2012, I am delighted by this latest development and am confident that White Hat Studios will be a great addition to our group.” 

In recent weeks, the gambling sector paid tribute to Paul Gauselmann after the Merkur Group founder passed away at the age of 91.

One concern for operators is “the short duration of licences and renewal of licences”, notes Leckert. For operators, the casino business licence is renewable every three years, while the IR development-plan authorisation runs for 10 years, in contrast to the 18-year IR licence term in the Philippines, for instance.

Limiting the duration of licence validity “puts the entire capital investment at risk”, says Klebanow. Further regulations, including limiting residents to 10 visits per month and requiring them to present a ‘My Number Card’ when gambling, further erodes project viability. “Ultimately, casino developers individually concluded that developing an IR was too risky, and they took their billions of dollars in potential capital investment and walked away,” observes Klebanow.

Online betting on sports in Japan is in general is not permitted, with the exception of four sports – horse racing, bicycle racing (keirin), motorboat racing and motorcycle racing – each rigidly controlled and regulated directly by the government or government-affiliated public corporations.
